PIAP supports the industry’s call to postpone the inclusion of clothing and footwear in the SENT system.

The apparel, e-commerce and promotional products sectors jointly call for postponing the inclusion of clothing and footwear in the SENT system

The Polish Chamber of Promotional Products (PIAP), as the largest organization representing the promotional and advertising products industry in Poland, is actively involved in efforts to postpone the inclusion of clothing and footwear in the SENT monitoring system. Together with the Chamber of Electronic Economy (e-Izba), we are raising our voice regarding regulations that, starting from 17 March 2026, are set to impose transport reporting obligations on these sectors.

The appeal addressed to the Ministry of Finance, prepared by the Chamber of Electronic Economy, indicates the need to postpone the entry into force of the new obligations until 1 January 2027. The Polish Chamber of Promotional Products fully supports this position.

As an organization representing over 150 member companies, including numerous businesses operating in the areas of clothing, textiles, branded products and e-commerce, we represent entrepreneurs who will be directly affected by the new regulations. For many companies in the promotional products industry, clothing and footwear constitute a key product category, typically managed through distributed international supply chains, with strong seasonality and high product turnover.

The joint position of the industry chambers is clear:

  • the scale and pace of implementing the changes do not reflect the operational realities of the market,
  • the reporting obligations require a substantial overhaul of ERP systems, logistics processes and contractual arrangements,
  • the sanctions provided for in the legislation are disproportionate to the value of many shipments,
  • the current form of the regulation raises significant interpretative doubts and creates a risk of operational disruption.

We emphasize that the industry does not question the purpose of the SENT system as a tool for strengthening the tax system. However, we point out that extending its scope to the large-scale and highly fragmented clothing and textile sector, without an adequate adjustment period, may negatively affect the competitiveness of Polish businesses and the continuity of supply chains.

The Polish Chamber of Promotional Products not only supports the appeal but also contributes to building a unified voice of the industry, raising awareness of its importance among entrepreneurs and the wider public.

The position of PIAP and the Chamber of Electronic Economy is consistent: we call for postponing the inclusion of clothing and footwear in the SENT system until 1 January 2027, or introducing a real transitional period without sanctions for formal non-compliance.

On behalf of the entrepreneurs we represent, we jointly appeal to the public administration to engage in dialogue and develop solutions that are proportionate, feasible to implement and aligned with the specific nature of the market.
